Leadership & Governance

Our governance model is designed to ensure effective oversight and strategic direction for CMHA Toronto. 

Board of Directors 

The CMHA Toronto Board of Directors is responsible for overseeing the organization's strategic direction, financial management, and risk management. The Board is made up of volunteer members who have diverse backgrounds and expertise in areas such as finance, law, and mental health. 

The Board delegates the day-to-day management of the organization to the Chief Executive Office and Senior Leadership Team who are responsible for ensuring that the organization's programs and services are delivered effectively and efficiently. 


The CMHA Toronto governance model also includes a number of committees that are responsible for providing advice and support to the Board and Executive Director. These committees include the Finance and Audit Committee, the Governance Committee, and the Human Resources Committee.

Gulshan AlibhaiNominated for 5th term
Gulshan Alibhai, BSW, MSW, has been practiced social work for 22 years, working as an educator and case manager in mental health, long-term care, and settlement of newcomers.
Katie AlmondNominated for 3rd term
Katie Almond has been working in the criminal justice system for 35 years, 31 of which have been as a probation and parole officer with the Ministry of the Solicitor General.
Jamuna Balaram  Nominated for 1st term
Jamuna Balaram is a lawyer and mediator. In addition to a law degree, she holds a Qualified Mediator (Q.Med) designation, and a Certificate in Adjudication for Agencies, Boards and Tribunals from Osgoode Hall.
Alana BoltwoodNominated for 3rd term
Alana Boltwood is a certified management consultant with KPMG’s Technology Consulting practice, where she helps institutions in health and human services prepare for the future through digital transformation.
Lara de SousaNominated for 6th term
Lara de Sousa has over 20 years of experience in healthcare, working as a personal support worker, an occupational therapist, and in leadership roles within the community services sector and acute, primary, and home and community care.
Paula HarringtonNominated for 2nd term
Paula Harrington has over 20 years of experience in human resources, working in both the private and public sectors. She is the Director of Employee Experience and Organizational Development at The Centre for Addiction and Mental Health (CAMH).

Maureen HylandNominated for 4th term
Maureen Hyland has been actively involved in mental health advocacy for many years. In 2015 she chaired a conference, Families Count: Healing Together, which offered strategies to assist individuals in navigating the mental health system.
Tarisai MadambiNominated for 1st term
Tarisai Madambi is a Director in KPMG’s Finance Transformation Consulting practice. She brings over 20 years experience in providing assurance and advisory services in business strategy, financial operations, corporate governance and risk management across various industries.
Andrew MilroyNominated for 1st term
Andrew Milroy (M.A., LSSBB) is a healthcare professional and systems thinker with a passion for Quality. He has spent over 10 years working in healthcare, clinical research, and international development to become an industry expert on matters of patient safety, quality assurance and improvement.
Cheryl PrescodNominated for 3rd term

Nadine ReidNominated for 5th term
Nadine Reid has spent a decade learning and working in mental health and addiction research and eagerly looks forward to a long career dedicated to improving our local service system and the lives of those it serves.
Murray SegalNominated for 8th term
Murray Segal practices as independent legal counsel and consultant in downtown Toronto, following a distinguished career with the Ontario government, including eight years as Deputy Attorney General and former Deputy Minister responsible for Aboriginal Affairs
Rebekah TsingosNominated for 2nd term
Rebekah Tsingos is a graduate of the Concurrent Education program at Queen’s University and a lifelong mental health advocate. She has been an educator in Toronto for over 25 years as a secondary school teacher, vice-principal and principal with the Toronto District School Board.
Frank van NieNominated for 9th term
Frank van Nie has over 30 years of experience in the Canadian financial services industry working, first for TD Bank and then Visa Canada. He has had various roles in audit, operations, marketing, risk management, business continuity management and sales and account management.
Trinity ZhangNominated for 1st term
Trinity Zhang is a Director of Fundraising at SickKids Foundation, currently providing leadership to the Chinese Strategy team. She holds a Master’s Degree in Communications Management from McMaster University.

The CMHA Toronto Board of Directors actively works to ensure that our Board members reflect the diversity of the community we serve, while providing the expertise necessary for good governance. Each year, we have an open call seeking new Board members.

Michael AnhornChief Executive Officer
Michael is a settler of Irish, German and Scottish descent who grew up on the traditional lands of the Niitsítpiis-stahkoii (Blackfoot) First Nation in what is now known as Saskatchewan.
Garfield BembridgeDirector, Organizational Performance
Garfield Bembridge has been with CMHA for over 21 years, spending the last 11 as the director of Organizational Performance at CMHA Toronto. His current portfolio includes Health Equity, Decision supports, Mental Health Promotion, Communications, Accreditation, and Fund Development.
Kathy ChauDirector, Justice & Specialized Services
Kathy Chau is the Director of Justice and Specialized Services and has worked for CMHA Toronto for over three decades. Before becoming the Director of Justice and Specialized Services in 2013, she worked as a residential support worker, case manager, court support worker and program manager.
Michelle RehderDirector, Specialized Services & Primary Care
Michelle Rehder is the Director of Specialized Services and Primary Care. She has over 25 years of hospital and community mental health experience as a registered nurse, manager and director.
Rann SharmaDirector, People and Culture
As the Director of People and Culture, Rann oversees CMHA Toronto's human resources strategy and operations. This includes talent acquisition, culture and engagement, total rewards, human resources policies, and equity, diversity and inclusion initiatives.
Susan BowerDirector, Finance & Corporate Services
As the Director of Finance and Corporate Services, Susan leads our finance and business strategy as well as our information technology strategy.
Frank SirotichDirector, Data Analytics, Research and Evaluation
Frank Sirotich is the Director of Data Analytics, Research, and Evaluation (DARE) at CMHA Toronto and an Assistant Professor (Status Only) at the University of Toronto's Factor-Inwentash Faculty of Social Work.
